As of 1st November 2025, Microsoft will discontinue all volume-based discounts for Online Services purchased through Enterprise Agreements (EA), the Microsoft Products and Services Agreement (MPSA), and the Online Services Premium Agreement (OSPA).
Moving forward, every organisation will pay the same list price for services like Microsoft 365, Dynamics 365, Windows 365, GitHub and Microsoft’s security and compliance products.
This change marks the next step in Microsoft’s journey to simplify pricing and align customers with its Cloud Solution Provider (CSP) model, where flexibility, predictability and value-added partner services take centre stage.
What Is Changing?
- Volume discounts removed - Customers that once benefited from Level B, C or D discounted pricing will now pay the same Level A list price for Online Services such as Microsoft 365, Dynamics 365, Windows 365, GitHub and Microsoft security and compliance products (Microsoft).
- Renewals trigger new pricing – The change takes effect at renewal or with the purchase of new services post 1st November 2025.
- On-premises software and education are unaffected – These price lists are excluded.
- Level B customers (2,400–5,999 users) ~6%
- Level C customers (6,000–14,999 users) ~9%
- Level D customers (15,000+ users) ~12%
